E-invoicing in Austria: what applies today

Austria has required e-invoices from suppliers to the federal government since 2014. For business-to-business invoices there is no mandate yet, but EU rules (ViDA) will bring changes. Here is what that means for small businesses.

Quick answer

Since 1 January 2014, invoices to Austrian federal government bodies must be e-invoices, sent through the Unternehmensserviceportal (USP) or the Peppol network in a structured format such as ebInterface or Peppol BIS. Invoices between businesses (B2B) can still be paper or PDF. Austria has not announced a domestic B2B mandate; EU-wide rules (ViDA) require e-invoices for cross-border B2B from July 2030.

B2G: invoicing the federal government

If you supply a federal ministry or other federal body, you must send an e-invoice. You can:

  • upload a structured file (ebInterface XML or Peppol UBL) or type the invoice into a web form on the USP (usp.gv.at), which needs a USP login
  • send it via the Peppol network through an access point

The invoice needs the order reference (Auftragsreferenz) and supplier number the authority gives you. Federal states and municipalities set their own rules, and many accept e-invoices too.

B2B and ViDA

For invoices between businesses there is currently no e-invoice obligation in Austria. A PDF by email is fine, and an e-invoice is only allowed if the recipient agrees. Under the EU’s VAT in the Digital Age package (ViDA), cross-border B2B invoices within the EU must be e-invoices from July 2030, and member states may introduce domestic mandates. Watch the Austrian Ministry of Finance for announcements.

Where Invoiceferry fits

Invoiceferry makes PDF invoices for Austrian clients and can export a Peppol BIS 3.0 XML file. It does not send anything to the USP or the Peppol network for you. To invoice the federal government, upload the file on the USP or send it via a Peppol access point, and check that the authority’s order reference is included. See also the Austria invoice template.
