Quick answer
Since 1 April 2019, all invoices to the Swedish public sector must be e-invoices that follow the European standard, in practice Peppol BIS Billing 3.0 over the Peppol network. There is no general B2B e-invoicing mandate in Sweden today. Under the EU ViDA package, structured e-invoicing becomes mandatory for cross-border B2B from 1 July 2030.
Key dates
| When | What changes |
|---|---|
| 1 April 2019 | E-invoices required for supplies to the public sector (Act 2018:1277). |
| Today | No general obligation to e-invoice between Swedish businesses. |
| From 2030 | ViDA: e-invoicing and digital reporting for intra-EU cross-border B2B. No date set for a domestic Swedish mandate. |
What counts as an e-invoice
An e-invoice is a structured XML file that the buyer’s system reads automatically. A PDF sent by email is not an e-invoice. In Sweden the main formats are:
- Peppol BIS Billing 3.0: the public-sector standard, compliant with EN 16931.
- Svefaktura: an older Swedish format being phased out.
The “e-faktura” that consumers receive in their online bank is a separate bank service.
Invoicing the public sector
The rule applies to every supplier, including sole traders. You need the buyer’s Peppol ID and their reference (often an order or reference number). The Agency for Digital Government (DIGG) supervises the rule. Small suppliers can use an invoicing portal from a Peppol provider, and many buyers point suppliers to a free one.
B2B and ViDA
Between businesses you may still send PDF or paper invoices if the buyer accepts them, though many large companies require e-invoices from suppliers. ViDA makes e-invoicing mandatory for cross-border B2B within the EU from 2030. Whether and when Sweden adds a domestic mandate has not been decided. See also our Swedish invoice template.
Where Invoiceferry fits
In the invoice editor you can download your invoice as Peppol BIS 3.0 (XML), free while in beta, checked against the main rules first. Invoiceferry is not a Peppol access point and does not send the file. To deliver to a public buyer, upload the file to an invoicing portal or send it through a Peppol provider. Everything runs in your browser.

Is a PDF an e-invoice in Sweden?
No. Only structured formats such as Peppol BIS 3.0 count. Public buyers will not accept a PDF.
Do sole traders have to e-invoice the public sector?
Yes. Since 1 April 2019 every supplier to the Swedish public sector must send e-invoices, whatever its size.
Is B2B e-invoicing mandatory in Sweden?
Not by law today, though customers can require it by contract. Cross-border B2B within the EU will need e-invoices from 2030 under ViDA.
How do I send a Peppol invoice?
Through a Peppol access point provider or an invoicing portal. Invoiceferry creates the XML file but does not send it.
What is a Swedish Peppol ID?
The receiver’s electronic address on Peppol. Swedish organisations often use scheme 0007 followed by the organisation number.
